Andre is a reccurring antagonist in the 2000 animated television series Kong: The Animated Series.
History

Dragon Fire
Andre was an arms dealer based on an oil rig in international waters working with Ramone De La Porta until he cancelled payment on a shipment. He then had De La Porta kidnapped, and brought to his oil rig. While at De La Porta's base of operations, he stole the Primal Stones, and a Cyber-Link Computer without knowing what either of them were. While he intended to sell the stones, Andre was interested in why De La Porta was so intent on getting his hands on the Cyber-Link during his kidnapping. Andre quickly deduces that it is what he used to control an alleged Sea-Monster that attacked one of Andre's shipments. De La Porta then activated the device with his voice and Andre began to merge with De La Porta's pet komodo dragon that he had taken from his base of operations. Now a Cyber-Dragon, Andre attacked Kong, who had appeared on his rig. The two fought their way over the edge, and Kong was the first one to surface. Andre then tried to tackle Kong, but he was put into a headlock until his Cyber-Link shorted out and caused him to revert to human form. He was then arrested by the United States Navy and sent to a mental hospital for claiming that a giant ape and a sea monster destroyed his oil rig.
Blue Star
After giving up arms smuggling for not paying enough, Andre began to sell endangered animals on the black market, particularly whales. After his men returned from an unsuccessful run, they explain that a group of ecologists fought them off and kept them from taking the whales. Andre then took their submarine to confront them, and discovered Jason Jenkins and his friends excavating around a door in the arctic ice. They struck a deal allowing Andre to take any treasure in the cave, but in an attempt to keep Jason from releasing Kong, he stole his Cyber-Link computer, releasing Kong. After narrowly escaping the gargantuan gorilla, Andre used the pilfered Cyber-Link to merge with a Polar Bear and return to the cavern to attack Kong, where he was defeated when the Cyber-Link was knocked off his head. Andre nearly drowned, but was rescued by Jason, whom he immediately knocked into the pool before Kong approached to attack, causing Andre to run back to his submarine and swear that they would meet again.
Monster Forms
By using a Cyber-Link Wearable Computer, Andre can merge his DNA with that of animals to form a Cyber-Link Mutant.
