"and will add its own elements not present in the film itself and explore the "surprising past" of the main characters."

That suggests to me that the main characters in the movie are incredibly bland and have little to no development, if one of the biggest factors about this manga is that it actually bothers to develop them.

The sentence I quoted from the book description sounds as if it's inferring that the characters in the film don't have any character development.

There's a lot of characters in the film, so I wouldn't be surprised if some of them get the short end of the stick in the film itself. But there's still two movies left to go.

I certainly hope so. I don't want to be stuck with the same protagonists for 3 movies if they're going to be bland and underdeveloped.

I've at least heard that Haruo and Metphies are both good in the film. I especially hope that's true for Haruo, since he's the main character and his arc initially just seemed to be the vengeful "you killed my parents" character.
