''City Shrouded in Shadow'' is a survival/role-playing game in which the player assumes the role of a powerless civilian caught in the middle of a [[kaiju]] attack. The goal of the game is simply to survive, generally through fleeing the attacking creatures. The game consists of four confirmed stages, each of which features the appearance of at least two gigantic creatures. The first stage features [[Ultraman]] and [[w:c:ultra:Alien Zarab|Alien Zarab]], who initially appears as Imitation Ultraman, the second stage features [[Godzilla]] and [[King Ghidorah]], the third stage features [[w:c:evangelion:Evangelion Unit-01|Evangelion Unit-01]] and [[w:c:evangelion:Sachiel|Sachiel]], and the fourth stage features [[Gamera]] and [[Legion]]. The game features action and dialogue choices throughout, which rarely affect the game's story, instead mostly determining how the character behaves and interacts with others. The game consists of 17 stages through which the player's character and their allies must progress, avoiding dangers such as the attacking giant creatures or a group of Yakuza hitmen, the latter of which are not directly present in every level.
