Disaster films (災害映画,   saigai eiga), otherwise known as panic films (パニック映画,   panikku eiga) in Japan, are a genre of films involving destruction, such as that of natural disasters or freak accidents, and are centered around the response of civilians or the government. While there is some overlap between disaster movies and kaiju films, the latter are typically focused more on the monsters themselves than their effects on the human characters, and are thus not true entries in the genre. There are examples of movies which fall into both categories, however, namely Shin Godzilla which focuses heavily on the Japanese government's response to the appearance of Godzilla.
