Antonio

Emperor Antonio (シートピア司令アントニオ Shītopia Shirei Antonio, lit. Seatopia Commander Antonio) is the ruler of Seatopia who first appeared in the 1973 Godzilla film, Godzilla vs. Megalon.

Godzilla vs. Megalon
Even though he and his people were by no means inherently violent, when atomic tests conducted by the surface-dwellers threatened the stability and very existence of his country, Antonio appealed to the Seaptopians' god, Megalon, to go forth and destroy the surface-dwellers. He also sent two of his agents to the surface to steal Jet Jaguar, to act as a guide for Megalon, and when Godzilla's intervention threatened the Seatopian plan, Antonio called upon Gigan for assistance as well. In the end, after Megalon's defeat, Antonio recalled the monster and sealed off the entrance to the surface world.
