The Full Metal Missile Launchers were first deployed when Godzilla advanced on Tokai. Although Godzilla made light work of the other units, the Missile Launchers actually caused Godzilla minor pain. Godzilla's attempt to attack Tokai Nuclear Power Plant was ultimately a failure, thanks to both the missile launchers and a bizarre floating rock which fired its lasers at him and blasted them into the ocean.
