Plot
Given that this film was to be a direct sequel to Godzilla vs. Hedorah, it most likely would have continued from the ending of the last film, where it is hinted at that a second Hedorah would emerge.
History
Yoshimitsu Banno, the director of Godzilla vs. Hedorah, was planning on making this movie, and had concluded Godzilla vs. Hedorah in a way that would have allowed a sequel to be made.
