Makoto Sato is the main protagonist of the 2011 comic series Godzilla: Gangsters & Goliaths by IDW Publishing.

Godzilla: Gangsters & Goliaths #1

Makoto was ordered to be assassinated by thugs for his work against the Tokyo crime families, and was taken into the South Pacific. Makoto escaped imprisonment on the boat filled with thugs of Ryota Takahashi's and swam ashore to Monster Island. Despite this, the thugs followed him in order to ensure his extermination. Sato then encountered Godzilla and hid in the brush, while Godzilla burned his pursuers with his Atomic Breath. Godzilla was then approached by Mothra, who enticed him to leave while two priests found Makoto unconscious. Fourteen hours beforehand, Sato watched his partner be murdered by Ryota Takahashi, who ordered them killed for their continued work against the Tokyo crime families, all of which he controlled. He awoke in the House of the Elias on Monster Island, where a Keeper of the Elias explains their connection to Mothra. While the Keeper went out to fetch Makoto some water, he kidnapped the Elias and began to row away from the island to clear his name after Takahashi payed people off to say that he had killed his partner, and to protect his sons, whom Takahashi had threatened.

After returning to Tokyo, Sato went to the police station, where he surrendered in order to speak to the police chief, who had tipped Takahashi off about he and his partner's whereabouts. The chief admitted to his crimes, but told Sato he could do nothing about it as any judge in any trial would be paid off as well. Sato then sent Mothra crashing through the building. Earlier in his hotel room, Sato asked the Elias for help to bring justice back to Tokyo, and while they were sympathetic to his cause they informed him that to maintain the cosmic balance they could not intervene in the affairs of humans. Sato then demanded an audience with Mothra, where he presented her with an ultimatum: join him or kill him. Sato then had Mothra destroy one of Takahashi's nightclubs, and then called him to inform him that he planned to destroy everything Takahashi had built before coming for him directly.

Godzilla: Gangsters & Goliaths #3

Twenty years prior, Makoto was a policeman during an evacuation of the city during an attack by King Ghidorah. His wife Akiko urged him to evacuate with their family, but Makoto chose to do his duty. Akiko then warned him of a coming time when he would have to choose his family over his job. In the present day, Makoto went to the garage where his son Jiro Sato worked. Jiro was not pleased by Makoto's visit, but Makoto informed him that he was in danger before revealing that he had been controlling Mothra to destroy Takahashi's smuggling ships and warehouses. He then urged Jiro to inform his brother Koji Sato that Tokyo was no longer safe, and implored them to leave so that they did not end up as casualties of his war against Takahashi. Back at his hotel room, Makoto revealed to the Elias that he was ready to go after the crime lord, but they insisted that he not use Mothra, as they were beings of balance, and damaging the balance would cause chaos, which came in the form of Godzilla. Godzilla peered into Makoto's room and the Elias explained that upsetting the cosmic balance in either direction prompts Godzilla to emerge and re-balance it. Makoto understood his wrongdoing, and agreed to return the Elias to Monster Island, but when he reached the door, Takahashi was waiting with some thugs. They threw Jiro's barely conscious body inside and were prepared to kill him, but they discovered the Elias and vowed to use them to rule Tokyo.

Godzilla: Gangsters & Goliaths #4

After realizing his fault, and discovering the bodies of the Keepers of the Elias in the streets and a barrage of kaiju all attacking Tokyo, Makoto and Jiro resigned to a bar, where Makoto gave up and began to drink to toast the end of the world. Jiro, however, had a better idea. They broke into G-Force headquarters, where Jiro hacked the lock to the mothballed Mechagodzilla's hangar. Just as the doors began to open they are stopped by Koji Sato, Makoto's eldest son, who was willing to listen to Jiro's plan to save Tokyo. Koji informs them that the model at their outpost was not the latest model, and even the upgraded Mechagodzillas were scrapped because they could not take out Godzilla, but Makoto informed his son that he did not intend to use it to stop Godzilla, but rather Takahashi.

Godzilla: Gangsters & Goliaths #5

Koji piloted Mechagodzilla directly into Takahashi Tower, where he picked up the Elias and had them summon Mothra in an attempt to return them. In the street below, he was fired on by Takahashi, who had escaped the building on seeing Mechagodzilla approaching, and prepared to shoot Makoto, but was stepped on by Godzilla. Makoto got up only to discover that his former employer, the chief of police, was holding a gun on him. The chief intended to kill Makoto for being the only one who could tie him to Takahashi's crimes, but in an attempt to repent for his crimes he allowed Makoto to leave. He was then officially listed as dead, killed in the same footstep as Takahashi, and the precious few that knew that he had personally saved Tokyo attended his funeral. Makoto, however moved to Monster Island and became the new Keeper of the Elias, and was eventually visited by his sons.
