Ryota Takahashi was a crime boss and the main antagonist of the 2011 comic series Godzilla: Gangsters and Goliaths by IDW Publishing.

History

Godzilla: Gangsters and Goliaths #1

After being tipped off by the chief of police, Takahashi, who had taken over every crime family in Tokyo went to confront the last two officers in the city that refused to sell out. He shot one of them on the spot, and ordered the one remaining, Detective Makoto Sato be killed and dumped near Monster Island.

Godzilla: Gangsters and Goliaths #2

During the opening of his new nightclub, two of his thugs brought a debtor named Yamane to him. He begged for his life, and Takahashi let him off with losing his left ear and a thumb of his choice. After this, more of his thugs returned heavily injured from Monster Island. They reveal that they did not recover Sato's body, which enrages Takahashi, who then proclaims that if they found no body he was alive. Mothra then crashed through the building, causing him to question her actions before his suspicions are confirmed when he receives a phone call from Sato who claims he will destroy everything Takahashi had built before coming after him.

Godzilla: Gangsters and Goliaths #3

After all of his smuggling ships were destroyed by Mothra, followed by his smuggling warehouses, Takahashi was without doubt that Sato was behind it. He and his men then went to find Sato by interrogating his son Jiro. Jiro took an incredible beating before Takahashi found the card to Sato's hotel, and went there to kill him. While in Sato's hotel room, Takahashi discovered the Elias, and vowed to use them to dominate Tokyo.

Godzilla: Gangsters and Goliaths #4

While taking the Elias with him from the hotel, Takahashi and his toughs were approached by the Keepers of Elias who told him that he was doomed if he did not return the Elias to Monster Island. Takahashi scoffed and ordered his men to shoot them. They did not comply, as they were uncomfortable with killing priests, so Takahashi killed them both on the spot and used the occurrence as a sinister warning to his men for if they did not comply again. With the city in ruins due to the unbalance attracting a slew of more kaiju to Tokyo, Takahashi mused to the Elias in his office about how he would ransom the city off to the Prime Minister or the Emperor after leaving an un-healable scar on the city.

Godzilla: Gangsters and Goliaths #5

While in his office, two of his men approached Takahashi to inform him that the Japanese government had accepted his ransom. Instead of complying and taking the tens of billions offered to him in exchange for cessation of the attack, Takahashi explained that he did not want money, but rather that by keeping the monsters in Tokyo he would be remembered as the greatest Daikaiju of them all. At that point, they noticed Mechagodzilla flying toward their window, and he ran into the street. Later, Sato emerged from his building, and Takahashi fired on him before being stepped on by Godzilla.
