The reason I slightly edited some of the Marvel Godzilla cover taglines is because the ones I did edit looked more like titles for the comics than anything else.
However, if you want it the original way, that's okay, too.

The first page of each issue gives a title, which is what we use in the opening statements. I assume those are also how they were listed in reprints.
I think the ones on the cover are just a tagline to catch your eye, and since you can't tell the capitalization by the full caps, I think it's safest to just capitalize them like a sentence.
