Yeah, the credits don't specify what companies are involved, but I think it's safe to say Toho is among them. Hiroshi Ueda, by the way, is the president of TOHO Global (Toho International's parent company). The other executive producers besides Ota and Ueda are from Shueisha, Production I.G, and khara.
The main difficulty in approving it is that the Scope rules would need to be rewritten to accommodate it, preferably in a way that doesn't qualify a bunch of other things. But I'm not sure yet what that would look like. I plan on us hashing it out soon.
