The credits (I'm aware of the unfortunate errors the translator made) for Kaiju No. 8 list Keiji Ota, Hiroshi Ueda, and Tomoyuki Ogata as part of the series' production. I'm not 100% if this is the same Hiroshi Ueda who worked on The Three Treasures and The Killing Bottle or not, but Tomoyuki Ogata seems to have co-produced Shin Ultraman. Would this be sufficient to approve the series?

Yeah, the credits don't specify what companies are involved, but I think it's safe to say Toho is among them. By the way, "Hiroshi Ueda" is actually Koji Ueda, the president of TOHO Global (Toho International's parent company). The other executive producers besides Ota and Ueda belong to Shueisha, Production I.G, and khara (the last one explains why there's overlap with Shin Ultraman, since khara is Hideaki Anno's company).

The main difficulty in approving the show is that the Scope rules would need to be rewritten to accommodate it, preferably in a way that doesn't qualify a bunch of other things. But I'm not sure yet what that would look like. I plan on us hashing it out soon.
