Basically what the title states. From what I've read Rollback is only given to certain people, but it seems to do the same thing as Undo (an ability everyone has, if I am correct). Has rollback just been retired? Or are there differences?

The difference is that a rollback can be done with one click, either from a page history or Recent Changes. Not a huge difference, to be sure.
