Before Godzilla was king, there was another! King Caesar makes his comic book debut in a tale set thousands of years in Earth's past, in a battle that sets the stage for today's world of monsters.

Plot

In the Pacific Ocean, the fleet transporting Lucy Casprell, Professor Kenji Ando, and the other megazoologists is attacked by Titanosaurus, Gezora, and Manda, who are under the control of the Devonians. Titanosaurus attacks the aircraft carrier carrying the team, throwing Lucy overboard, as Gezora destroys the escorting battleships. The fleet captain orders for an SOS as a radar technician reports two more signals closing in on them. Godzilla, victorious after his battle with Biollante, swims to the area and attacks Manda, with the sea serpent retaliating by constricting him with his coils. Godzilla flings Manda's head into a nearby battleship and then into Gezora. Gezora and Manda use their tentacles and coils respectively to restrain Godzilla's arms, but the King of Monsters blasts them away with his atomic breath, forcing them to retreat. Titanosaurus follows suit after being blasted as well. Godzilla and the other sea monsters swim away. The aircraft carrier survives the attack and leads the recovery effort. Professor Ando is glad that his students are all right, but he notices that Lucy is nowhere to be seen.

Meanwhile, Lucy finds herself on an uncharted beach. As Lucy ponders if she's in heaven, she encounters the Shobijin, who welcome her to Infant Island. When Lucy asks how they know her name and if anyone else from her group is here, they simply reply that they know because she kept shouting it and that she's alone. They tell Lucy to follow them and that they'll help her regain her strength as they escort the young woman to Mothra's pedestal, where she is resting with her twin larvae while surrounded by the natives of the island. The Shobijin explain that they've remained hidden from the world for thousands of years, but they're near where her group was attacked in the Pacific Ocean. Lucy asks who the people around them are, and the Shobijin explain that they're natives from a long-lost civilization, refugees from a "dark time". The Shobijin lead Lucy to a cave underneath Mothra's pedestal, where numerous cave paintings depicting the Earth's kaiju can be seen. When the young woman asks what's wrong with Mothra, the Shobijin tell her that Mothra was injured in her battle with Destoroyah and they don't know if she'll ever recover. The Shobijin explain that even if Mothra never recovers, the prophecy will still come to pass. When Lucy asks what prophecy the Shobijin are talking about, they tell her that one day, two monsters will rise, one to destroy the planet and one to defend it. They explain that everything on Earth works in harmony and balance.

During a flashback narrated by the Shobijin, they explain that in prehistoric times kaiju would restore the balance of nature if another ever became too powerful. In the flashback, Gorosaurus is shown attacking a Spinosaurus before he himself being attacked by Megaguirus. Kamoebas then emerges from the sea and enters the battle as well. The Shobijin state that the planet continued to thrive until something happened. Lucy assumes it was the meteorite that wiped out the dinosaurs, but the twin fairies correct her, stating that the planet suffered great losses then, but the planet recovered. The event they're talking about happened thousands of years ago where the Infant Island refugees once called home. After the meteorite hit, most of the kaiju were forced into hiding due to the massive climate changes that it produced until the day that "the Earth lashed out at them all". Millions of years following the dinosaurs' extinction, human civilization flourished in the Pacific islands where the people were protected by their guardian monster: King Caesar. However, the giant insectoid monster Megalon suddenly rose from the Earth and began to demolish the village. King Caesar battled him as the Shobijin explained that he was the ancient civilization's king, their protector. Their battle spread across the nearby islands, killing countless humans were killed in the process. The loss of the people he was supposed to protect drove King Caesar mad and he became just as violent and unpredictable as Megalon. The few survivors set sail to try and get away from the carnage, but the monsters' battle awakened more creatures from the sea, including Varan and Ebirah, who destroyed the boats and killed all hands on deck. The planet's balance was lost as the battle between King Caesar and Megalon destroyed the surrounding islands and had awoken more of the planet's monsters. One day, a huge spacecraft crashed into the ocean, forcing Megalon to retreat by burrowing into the Earth's crust and causing King Caesar to disappear within a tidal wave. Mothra collected all the refugees she could and brought them to Infant Island so they could live in peace and safety and King Caesar was never seen again, either because he's dead or he's simply waiting for retribution. As the battle came to an abrupt end, the other monsters disappeared.

As the Shobijin end their story, Lucy remarks that half of the monsters in the murals were those that no one had ever seen, the way they're categorized seems to be based on the classical elements, and that this all sounds like mere myth and folklore. Finally, she asks where Godzilla is on the mural. The Shobijin explain that all of the planet's cultures are similar to the elements and there may even be a fifth one: the unknown. They state that the unknown element had created the planet's current conflict and they fear it has surfaced again, stronger than before. Lucy then realizes that the space monsters are not part of Earth's natural balance and therefore must be that unknown element. The Shobijin praise Lucy's intelligence and spirit, and give her an amulet with Mothra's sacred symbol on it. They tell her she must return to her leaders and tell them that the planet is in great danger and that only Godzilla will be able to save the world from the impending threat. They must act now if the planet is to survive and when the war's been won, Lucy must never forget the prophecy. As a fully recovered Lucy prepares to leave the island, the Shobijin tell her that she'll find her way home to her friends and that she's the one who must deliver the message. The Shobijin tried, but the planet's leaders chose to ignore them. They tell her that the balance is off and that it must be restored. When Lucy asks where balance needs to be restored, the small fairies tell her that she'll soon learn the answer. As Lucy says goodbye, she asks the Shobijin if she can touch Mothra, as she has never been this close to a kaiju. The Shobijin tell Lucy that if she is pure of heart, Mothra will allow it. Lucy places her hand on Mothra's head and suddenly is consumed by a flash of light. When she comes to, Lucy finds herself in a lifeboat with Steven Woods. Woods recognizes Lucy as the woman he saved from Zilla back in Honolulu. Lucy asks Woods where Dr. Ando is and what happened to the ship as the soldier responds by asking how she's out here in the middle of the ocean. Lucy tells Woods that she needs to get back to Dr. Ando and warn him about where the true threat is. Woods asks her where that is and she simply replies "from somewhere down there."

Trivia

• This issue marks the first appearances of Gorosaurus, Megaguirus, Kamoebas, and King Caesar in any American comic.
  • This issue also marks the first full appearance of Baragon in any of IDW's Godzilla comics. Baragon's arm was briefly visible emerging from the ground in Godzilla #13.
• There is a painting inside the cave on Infant Island that depicts Mothra and Battra facing each other. This painting is identical to a cave painting seen in Godzilla vs. Mothra.
• Despite not appearing in the series, a painting of Ganimes can be seen on the Infant Island cave mural. At the time, IDW did not have the rights to use Ganimes in their comics.
• Lucy, when on the island, attempts to contact anyone using various phrases. One of these phrases is "Bah Weep Grana," a reference to the Transformers series' universal greeting, "Bah Weep Granna Weep Ninny Bog."
