King Kong is one of the various villains previously trapped in the Phantom Zone after the Joker is sent there by Batman. The Phantom Zone guards eventually come to his side after being promised a way out.
His release from the Phantom Zone is brought about by Harley Quinn and he is able to wreak havoc all throughout Gotham City. The Kraken and Kong attack the building where Batman and Robin have taken refuge after they have been exiled from Arkham Asylum. As Alfred and Barbara were riding the Scuttler, he dismantled it before grabbing it as he was later spotted in the Joker's revamped Wayne Manor. The Batmobile drives directly into his face to save her after Robin strikes him with it.
Abilities

Agility
In addition to possessing formidable strength, Kong is surprisingly agile for a creature of his size, although far less than most of his other incarnations. He is able to scale to jump incredibly high, climb buildings and run at high speeds
