Could the future after Godzilla vs Destoroyah have changed, or like the past is everything inevitable?

In context of the whole quote, Emi said that Japan would be able to weather Godzilla and even prosper in the 21 and 22 centuries, but would finally be wiped out by Godzilla in the 23rd century.

This is my theory. The Futurians changed the course of events by coming back. They got rid of the past Godzilla, but in that altered timeline, Godzilla was brought back using modern nuclear submarines, which would be much more powerful than the ones used in 1954. This is the reason Godzilla begins burning up in Godzilla vs Destroyah. This didn't happen in the timeline the Futurians came from. I believe in that timeline, he doesn't burn up until MUCH later in his life, if at all. Because of this, he probably survives the encounter with Destroyah with the help of the military.
