''City Shrouded in Shadow'' is an survival/role-playing game in which the player assumes the role of a powerless civilian caught in the middle of a [[kaiju]] attack. The goal of the game is simply to survive, generally through fleeing the attacking creatures. The game's main antagonists are strange shadowy creatures that can assume the form of other creatures, including [[Ultraman]]. The real Ultraman appears as well, serving as a protector that defends the city and battles the shadow creatures. [[Godzilla]] is also confirmed to appear in the game, while the player must flee from him whenever he makes landfall. ''Famitsu''<nowiki>'s</nowiki> scans for the game also feature a silhouette that strongly resembles [[w:c:evangelion:Evangelion Unit-01|Evangelion Unit-01]].
''City Shrouded in Shadow'' has the player assume the role of a civilian in the fictional Ichi City, and can be played from a first or third person point-of-view. The game features action and dialogue choices throughout, which rarely affect the game's story, instead mostly determining how the character behaves and interacts with others. The game consists of 17 stages through which the player's character and their allies must progress, avoiding dangers such as the attacking giant creatures or a group of Yakuza hitmen, the latter of which are not directly present in every level.
