Yes while Azure Dragon is almost likely Barugon. About the Black Tortoise... I can't clarify but since the story involves Gamera monsters with some elements based on the Heisei Trilogy, I suppose the Black Tortoise is a reference to Gamera. Gamera and The Black Tortoise have been refereed in several medias including the Heisei Trilogy and The Great Yokai War Guardians novelization. But I'll follow your decision whether or not to include this to Gamera page.
It doesn't quite seem like it's enough to go there. But what we should really be doing at this point is making a "Gamera in popular culture" page like we have for Godzilla to collect all these.

You could make one now and just hold off on the plot. That should wait until launch date and be accompanied by a spoiler tag
