It was my understanding that Houston held these positions prior to formally retiring in Kingdom Kong and handing the “keys” over to Ilene.

My confusion is at the titles you attributed him. When and where was he called a "senior officer", the "manager" of Outpost 33, or a "geological advisor" (and how is that different from being a seismologist)? In Kingdom Kong he tells Delgado, "I'm a seismologist, not a storm chaser!" and seismologist is his only title in The Monarch Files.

I would look towards the end of the story when he actually retires if you want to find whatever prompted me.

I see, he says he's "handing over management" to Andrews. However at the beginning he's introduced as "our chief officer". I don't see why those would be different titles.
