I just thought that since there are multiple monsters on this page that are simply easter eggs that tarkus could be counted as one of them.

If Tarkus was actually in Godzilla: Final Wars, I'd say it would be fine.

I see, but does this mean I shouldn't count easter eggs found in any other concept art? Does concept art have a specific category or is it just not applicable in the slightest even for a description and reference?

Gigan appears in Iris concept art for Gamera 3, doesn't make him a Gamera monster. I'm less inclined to consider concept art for a list such as this.
