It's not about the producers themselves, they are just a way to determine what companies are involved. You asked how we figured out Kaiju No. 8, and that's the answer; it did not credit its companies otherwise. In order for something to even be eligible for consideration under those rules, it has to be "Toho-funded" as is specified at the top. You're presupposing that, but it has not been demonstrated.

The show has released and Keiji Ota is credited as a producer for the series alongside Godzilla Singular Point Director Atsushi Takahashi who is credited as a chief producer. I think that settles that.
Different Takahashi, but yes that's a good enough Toho connection for me.
Unrelated but thought I'd mention it here, the Kaiju No. 8 scope page is broken so something should probably be done about that
Tried doing an edit for the Snowball Earth sandbox's staff section but it ended being broken, wasn't sure that happened nor how it could be fixed
