The Seatopians (シートピア海底人,   Shītopia Kaitei Hito, lit. Seatopia Seabed People) are a race of underground people which first appeared in the 1973 film Godzilla vs. Megalon.

With nuclear tests on the surface ravaging their underground kingdom, the otherwise peaceful people of Seatopia decided they had no choice but to declare war on humanity and sent their guardian monster, Megalon, to lay waste to the surface world. The Seatopians also stole Jet Jaguar to aid their assault on the surface, using the robot to guide Megalon to Tokyo and watched closely as the destruction of Japan mounted. After learning that the humans regained control over Jet Jaguar and were planning on recruiting Godzilla to stop Megalon, the Seatopians contacted the M Space Hunter Nebula Aliens, obtaining Gigan for their use. Ultimately, their assault on the surface was thwarted when Godzilla and Jet Jaguar repelled the evil monster duo, forcing the Seatopians to end their war with humanity.

Emperor Antonio contacts his agents on the surface

The Seatopians are an illustrious race, ruled by Emperor Antonio. They were the first civilization to inhabit the Earth, and reside in a huge subterranean country called Seatopia, home to massive underground and underwater cities which resemble those constructed by the people of Ancient Greece, the Roman Empire, and Easter Island. Seatopian history can be traced back as far as at least 3,000 years ago, when the nation of Lemuria sunk into the ocean, which eventually evolved into the subterranean Undersea Kingdom of Seatopia. Their technology quickly surpassed that of the surface world's, with the Seatopians generating their own oxygen and even constructing an artificial sun. Following the dawn of the Atomic Age on the surface, the Seatopians watched with anger as humans destroyed the Earth they believed belonged to them alone. At first, the race remained quiet, despite the mounting damage to their underground cities as a result of nuclear tests on the surface. The final straw came when a massive test undertaken near the Aleutian Islands near Alaska in the 1970s sent a huge earthquake across the Pacific Ocean, simultaneously destroying Monster Island and inflicting massive damage to Seatopia's capital city.

Because their nation lacked the numbers to defend themselves, agents of Seatopia were dispatched to steal the robot Jet Jaguar from Goro Ibuki, Hiroshi Jinkawa, and Rokuro Ibuki, planning on using it to aid their coming assault on the surface; while initially unsuccessful, the Seatopians did plant listening devices in the lab and later listened in as Goro continued working on the robot. Upon hearing that Jet Jaguar had been completed, the Seatopian agents stormed the lab again and knocked Goro, Hiroshi, and Rokuro unconscious before contacting Emperor Antonio in Seatopia. The Seatopians looked to their god, Megalon, for assistance in their war with the surface and planned on using Jet Jaguar to lure Megalon to specific locations they were targeting. Antonio and his people held a ceremony to awaken Megalon, who promptly journeyed to the surface. Meanwhile, Hiroshi learned of the Seatopians' plans and battled more Seatopian agents to rescue his allies while Jet Jaguar led Megalon to Tokyo. Hiroshi and Goro managed to free Jet Jaguar from Seatopian control, subdued the agent occupying their lab, and ordered Jet Jaguar fly to Monster Island to recruit Godzilla in the fight against Megalon. Learning of this turn of events, Antonio contacted the M Space Hunter Nebula Aliens and requested the assistance of their own monster, Gigan. Godzilla and Jet Jaguar proceeded to team up against the combined efforts of Megalon and Gigan. After a long battle, Gigan fled back into space while Megalon retreated back to Seatopia. Accepting defeat, Antonio and the Seatopians sealed the fissures they used to send their agents and Megalon to the surface, thus ending their war with the surface. In the aftermath, Hiroshi and Goro understood that the Seatopians only attacked the surface because they were threatened by humanity's own recklessness, and hoped that humanity could avoid similar conflicts in the future.

Megalon, Gigan, and Little discussed the history of Seatopia and its people, describing it as a utopia ruled by King Antonio. After the continent of Lemuria sank into the ocean, its inhabitants relocated to a hollow space in the Earth dug by Megalon's grandfather, whom the people regarded as their savior and established Seatopia as their new home. In the present, Megalon has undergone intense training to become a worthy guardian of the Seatopians.

Trivia

• The Seatopians' intentions and motivations are unique among most other enemy races in Toho films. While most of the other aliens intended to take Earth for themselves, the Seatopians, being residents of Earth, attacked the humans because they felt that the Earth was being mistreated by them.
• According to an interview with Chris Mowry conducted by Toho Kingdom, the Seatopians were included in early story pitches for Godzilla: Rulers of Earth, but IDW Publishing was unable to acquire the rights to human or alien characters from Toho films and replaced them with the Devonians. Likewise, the M Space Hunter Nebula Aliens were replaced with the Cryogs.
