In 1999, a meteorite struck in Yamanashi near the Children of the World Peace expo. Professor Kyugo Sano, a head of White Center and the Meteorite Safety Committee, deemed it completely safe and reported no negative effects from being near the strange rock. In reality, White Center knew about its adverse effects and sacrificed many disadvantaged people, whom they believed were lesser, in the name of cleaning up the debris. "Informant" One of these

After White Center’s closure, most of its top members continued to live normal lives in various positions of power. Its director, Hiroshi Obata, however, was wracked by guilt and changed his name to Hiroki FULLNAME. He went into hiding and performed volunteer work to ease the pain of his regrets; but still, nightmares regularly haunted him. "Informant"

In 2026, Kyoko Kono, a former child laborer at White Center, began to enact revenge against the facility through the Human Vapor, who himself died while participating in the meteorite cleanup.  "Mufu" One by one, the heads of White Center came to light, and each of them met their ends through death or the law.  "Wish"
