The Psionic Transmitter is a device that first appeared in IDW Publishing's 2012-2013 comic series, Godzilla: The Half-Century War.
History

Vietnam, 1967
Following Godzilla's mysterious journey to Vietnam that defied his typical pattern of activity, and the subsequent awakening of Anguirus, Colonel Schooler of the Anti-Megalosaurus Force tracked ahead of Godzilla's apparent path and located what Godzilla was after - a Psionic Transmitter. Designed by American AMF scientist Dr. Deverich, the device was intended to repel Godzilla from populated areas - however, when it only succeeded in attracting him, the AMF deemed the device a failure, at which point Dr. Deverich took his research and disappeared. The discovery in Vietnam made it apparent that Dr. Deverich had not only continued his research, but found a way to weaponize it and refine its abilities to attract monsters. After Colonel Schooler destroyed the Transmitter, Godzilla retreated back to the ocean.
Ghana, 1975
Thanks to the Psionic Transmitters, kaiju began to awake all across the globe. In 1975, Dr. Deverich activated a Psionic Transmitter in Ghana as part of a demonstration of the device's capabilities to sell them in a televised auction, attracting the attention of Godzilla, Rodan, Battra, Kumonga, Megalon, Mothra, Ebirah, and Hedorah. Dr. Deverich advertised the naturally destructive capabilities of the kaiju, and his device's ability to point them in any direction one sees fit. Soon, Colonel Schooler, Ota Murakami, and other AMF members that survived the attack on Ghana located Dr. Deverich within TV station in the city; before they could stop him, however, he activated a master control on the device before escaping, luring the kaiju to the station. Colonel Schooler was ultimately killed in the attack.
Bombay, 1987
In 1987, as the AMF's latest weapon, Mechagodzilla, was battling Godzilla in India, Ota Murakami tracked down Dr. Deverich during the sale of a new version of the Psionic Transmitter - one that was "roughly one thousand times more potent" than previous models, according to its inventor. Before the AMF could shut the device down, the Transmitter successfully summoned SpaceGodzilla to Earth, while also drawing the attention of Gigan and King Ghidorah in outer space.
2002: The End of the World
Years after the events of Bombay, Gigan and King Ghidorah finally made landfall on Earth and quickly reduced half the planet to cinders within a year's time. In 2002, the AMF utilized many Psionic Transmitters to draw the alien monsters to Antarctica in one last effort to stop them, also drawing Godzilla to their location in the process. Thanks to the Psionic Transmitters, the AMF was able to successfully use its latest weapon, the Dimension Tide, on the alien monsters to stop them once and for all.
Capabilities
Signal
The Psionic Transmitter is capable of emitting a signal that can attract kaiju to any given location. Multiple Transmitters can also be linked together to create a more potent signal that increases its range. The signal emitted from Dr. Deverich's perfected model was even capable of attracting monsters from outer space.
