Operation Yashiori (ヤシオリ作戦 Yashiori Sakusen), tentatively titled the Yaguchi Plan, was a successful combined military operation developed by Deputy Chief Cabinet Secretary Rando Yaguchi and his team of people from various ministries to stop the giant monster Godzilla before the United States could launch a nuclear strike to kill it in Shin Godzilla. Using information from Goro Maki provided by Kayoco Anne Patterson and with allied assistance, Godzilla was successfully frozen by a blood coagulant injected into the monster's mouth.
Name
Rando Yaguchi named the operation after the sake used to slay Yamata no Orochi in Japanese mythology.

Following the giant creature Godzilla's initial landing in Tokyo and the Japanese government's inability to respond quickly, a special response team was assembled, composed of low-level bureaucrats and government outcasts in the Prime Minister's residence to come up with a plan to counter the monster if it reappeared. Yaguchi was appointed Deputy Director, with Vice Chairman of the Conservative Dominant Party Shuichi Izumi choosing the members. During their investigations, they learned Godzilla left trace amounts of radiation in his path. After receiving Goro Maki's information about the creature from Kayoco Anne Patterson, the team discovered Godzilla fed on radioactive waste and mutated, allowing it to come ashore and evolve. Soon, they came to the conclusion that Godzilla retreated to the ocean because, as a sea creature who rapidly adapted to withstand nuclear waste, the nuclear fission processes its body undergoes produces a large amount of heat, requiring water to prevent him from overheating. This conclusion led to the discovery he possessed a blood cooling system, making it theoretically possible to force him to perform a reactor scram to survive by injecting a blood coagulant and freezing him. With this information in mind, Yaguchi ordered the team to begin preparing for an operation and submitted it to the Prime Minister as the "Yaguchi Plan". Protestors shouted outside the PM's residence to save Godzilla as the team worked throughout the night.

The next morning, Godzilla resurfaced in Kamakura and began stomping toward Tokyo, expected to reach the city in three hours. Due to the Yaguchi Plan being incomplete, the Prime Minister ordered the JSDF to form a defensive operation titled Operation Taba, which commenced along the Tama River. However, the operation failed to halt the monster, and Godzilla unleashed a devastating attack on Tokyo before going into a state of hibernation at Tokyo Station. The PM and cabinet members were killed during the rampage, creating a political vacuum; Agriculture Minister Yusuke Satomi was thus appointed as the acting PM. Work resumed on the Yaguchi Plan in Tachikawa the next day, but the team was unable to synthesize an effective coagulant nor interpret the molecular diagrams of the monster found within the notes of Goro Maki. Yaguchi additionally learned from Patterson that, following the discovery of one of Godzilla's broken dorsal fins regenerating and in response to resulting fears of Godzilla propagating worldwide and attacking the West Coast of the United States, the U.S. government planned to launch a nuclear strike to kill the monster using a B83 nuclear bomb. Japan was given two weeks to evacuate Tokyo beforehand, and the U.S.'s plan was later approved by the United Nations with other countries planning to help Japan rebuild the city afterwards. Thankfully, a breakthrough in the Yaguchi Plan revealed that Godzilla's cells were able to metabolize radiation in the presence of oxygen and water. With the assistance of German supercomputers analyzing Maki's molecular chart, the team finally found the solution; by inhibiting the activity of his cellular membranes, the coagulant would be able to take effect. In response, the plan was fast-tracked and redubbed Operation Yashiori by Yaguchi.
While the nuclear countdown reached two days away, it would take three days to produce enough coagulant. Luckily, Izumi managed to get France to convince the U.N. Security Council to delay the nuclear strike, buying time for Operation Yashiori to take place. Meanwhile, Kayoco met with Yaguchi and offered him the support of several U.S. drones for the operation. Yaguchi agreed but responded that the drones wouldn't come back in one piece; Kayoco simply joked that she would bill the Japanese government later. The night before the operation, the concrete pump trucks and blood coagulant were readied at the Port of Kisarazu. With all preparations completed by morning, Yaguchi addressed all the men and women participating in Operation Yashiori at Tachikawa Air Base. He warned them of the dangers involved but promised them that the future of Japan was in their hands before wishing them godspeed.


Yaguchi and several others stood atop a skyscraper overlooking Godzilla. Once the evacuation of Tokyo was confirmed, Operation Yashiori finally commenced, beginning with Phase 1. Unmanned N700 series Shinkansen bullet trains loaded with explosives rammed into Godzilla's legs, causing him to awaken. For Phase 2, several waves of American General Atomics MQ-1 Predator and General Atomics MQ-9 Reaper drones flew overhead and launched rockets at Godzilla, prompting him to fire his atomic breath. As the drones are destroyed wave by wave, Godzilla's atomic energy waned. A soldier warned Yaguchi that the contamination zone was growing. Yaguchi told him that if they stopped, all would be lost, and ordered to continue the assault. Many of the surrounding buildings were destroyed as Godzilla continued firing beams from his body, and at one point resorting to firing a beam from the tip of his tail. Eventually, Godzilla's atomic energy completely depleted, allowing Phase 3 to begin. The remaining skyscrapers surrounding Godzilla were remotely detonated, causing them to topple onto him. For Phase 4, more skyscrapers were collapsed onto the monster by guided missiles fired from the Arleigh Burke-class destroyer USS Huey, pinning Godzilla to the ground. With Godzilla immobilized, Phase 5 commenced: wheel loaders cleared the rubble before several trucks began pumping the blood coagulant into Godzilla's mouth. However, Godzilla began to stir just as the minimum dosage reached 30% and fired an atomic beam from his mouth, obliterating all of the trucks in Crane Platoon 1. Godzilla rose back to his feet and approached the train tracks again. Several unmanned E231 series and E233 series EMU trains were sent ramming into Godzilla, snaking up his body and exploding. The explosions caused Godzilla to collapse on top of the Tokyo Station Hotel, where a second team of trucks arrived and pumped the remainder of the coagulant into his mouth. Once 100% of the coagulant was administered, Yaguchi questioned if his plan worked. Suddenly, Godzilla bit down on the truck cranes and stood up once more. His dorsal fins stopped glowing and the monster let out a deafening roar before instantly freezing solid. Temperature readings showed that Godzilla's core temperature had been reduced to -196 degrees Celsius, making the operation a success. Yaguchi and everyone across Japan breathed a sigh of relief, with only two hours to spare.

In the aftermath of Operation Yashiori, Yaguchi met with Kayoco on a rooftop with the frozen Godzilla visible in the distance. Yaguchi stated his intention to help rebuild the Japanese government correctly and help his country learn to coexist with Godzilla. Kayoco remarked that Yaguchi would make a good Japanese counterpart for her when she becomes president of the United States one day, to which he replied that she must mean her Japanese puppet. Kayoco mentioned that when Godzilla resumes moving, the American government would resume the countdown to the nuclear strike. If anything, Yaguchi had just delayed the inevitable. Yaguchi expressed hope that he would be able to prevent that scenario once again. After Kayoco walked away, Yaguchi looked back at Godzilla, saying that things are still far from settled.
