"Moth and Flame" is the third issue of Godzilla: Gangsters & Goliaths. It was released on August 10, 2011.

Description

Detective Makoto Sato has been framed, disgraced and left on the run. But beware a desperate man...with a friend like MOTHRA! Sato strikes back at the Takahashi crime empire and the criminal underworld is powerless to fight back against the winged kaiju. Yet before Sato can finish the job, he learns that no man can truly control a monster!

Plot

Twenty years before the events of the past two issues, King Ghidorah attacked Tokyo. During the resulting evacuation of the city, Makoto Sato was a police officer who was directing civilians. His wife Akiko was telling him to evacuate along with her and their sons, but Makoto explained it was his duty to protect the people of Tokyo. Akiko reminded him that he also had a responsibility to his family before leaving.

In the present day, Makoto walks into a car repair shop where his son Jiro works. Makoto expresses that he's disappointed that he's used his engineering talents to repair racing cars rather than do something else. Jiro dismisses his father's comments and repeats what he's read on newspapers about Makoto being dead, wanted, and having killed his partner, even though he admits he didn't believe that; however, he was angry someone must've wanted that to appear to be the case because of Makoto's stubbornness. Makoto confirms that and explains that not only he but Jiro is in trouble as well. Just that morning, Mothra had wrecked a pier with cargo ships loaded with black market items. Half an hour later, Mothra destroyed warehouses Tokyo's crime families had used to store their illegal goods and Ryota Takahashi's shipping company's lot of trucks. At that time, Takahashi ordered Kou and Oshii to find Makoto, who he was sure had somehow been making Mothra target key locations pertaining to his crime syndicate. Makoto explained that he had come to warn Jiro and make sure he didn't die from the war he had declared on Takahashi. He gave him his motel room number and asked him to leave the city and inform his brother of what was going on, and that Tokyo wasn't safe until it was all over. Godzilla peered his head above the water at that time.

Back at the hotel, Makoto checked with the Elias and explained the next step was to go after Takahashi himself. The Elias refused and said that it was not man's place to bring balance, as the only result of that would be chaos. Godzilla surfaced near Tokyo. The Elias then called Makoto's bluff threatening of their lives and explained they simply could not go further. As they were explaining that forces beyond their control were at stake, Godzilla had come to the city and started wreaking havoc. Makoto then realized what he had done and went to return the Elias back to Monster Island. However, outside his door, Kou, Oshii and Takahashii were waiting. Before realizing it, Makoto was on the floor, alongside Jiro, who was brought there by the criminals after they learned Makoto's location from the motel card Makoto had given him. Right then, Takahashi saw and recognized the Elias as Mothra's keepers. He left after telling his henchmen to keep Makoto alive, as he did not want Makoto to miss his taking over of Tokyo.
