"While Tokyo Burns" is the issue of Godzilla: Gangsters & Goliaths. It was released on September 7, 2011.

Description

With the help of Mothra, Detective Sato thought he had the Takahashi crime syndicate on the ropes...but Takahashi isn't going down without a fight! Sato is once again helpless as his son is kidnapped and Mothra is no longer in his control. Never one to give up, Sato decides to just think bigger. But what's bigger than Mothra? The chaos nears its conclusion!

Plot

Makoto Sato is at a bar, drinking alcohol in response to a television broadcast showing several monsters destroying Tokyo.

Earlier, it is explained that the Elias were the guardians of Mothra, a monster who kept balance and stopped kaiju from battling each other to keep the world in order. The guardians of the Elias were tasked to protect them at all costs. As a result, they traveled to Tokyo to retrieve the small fairies. Meanwhile in Tokyo, Ryota Takahashi was glad to now be able to come out of the shadows and bring the city down through the Elias. Right then, the guardians of the Elias showed up and asked Takahashi to give them back the fairies. Takahashi refused and shot the guardians before leaving. Later on, Makoto and his son found their dead bodies on the sidewalk. They walked into the bar right then, with Makoto sorrowfully explaining that this was his fault and that he had upended a balance in the universe.

As the monsters destroyed the area surrounding Tokyo, Takahashi was watching it unfold. The Elias told him he couldn't keep doing this, to which Takahashi responded pointing to the deaths of their guardians earlier. Takahashi was interrupted by Oshii and began to ponder about discussing terms for a ransom to save the city. Back at the bar, Jiro manages to convince his father to stop pitying himself and he comes up with a plan. They go to a G-Force training base where they go unnoticed in all the chaos. They spot Koji Sato but avoid him, though Koji still notices them passing by. Jiro, having dropped out from G-Force after some time, used his knowledge to bypass the security of a hangar that contained something. Right then, Koji caught up to them and surprised them. Koji reached out for the alarm, and Makoto anxiously explained he did not kill his partner. Koji figured that, and only stopped after Jiro told him that they knew how to save the city. Koji warned Makoto and Jiro that there was a reason that the weapon inside the hangar had been retired, and it was because it failed to defeat Godzilla every single time. Makoto paid no attention to that. Instead, he said simply, they were using Mechagodzilla not to stop Godzilla, but to stop Takahashi.
