"Strangers" is the fourteenth issue of Godzilla: Rulers of Earth. It was released on July 23, 2014.

Description

As our world recovers following Godzilla's climactic battle against the Devonians, a threat unlike any before takes aim at not only our world, but the monsters themselves! One of the biggest chapters in the series starts right here!

Plot

After being blasted by a weapon salvo from a Mechagodzilla, Anguirus roars at the mecha in anger only to get chopped in the face. As Mechagodzilla prepares to blast Anguirus with its Cross Attack Beam, Anguirus rolls away from the attack and tries to outmaneuver the mech, only for Mechagodzilla to turn its head a full 180 degrees and fire its Space Beam at the spiked monster, knocking him to the ground. Russian warmonger Dyachenko explains to the national representatives that the robot can quickly form new combat strategies on the fly and despite its near-limitless energy weapon capabilities, it's more than capable in close combat. He orders the mech to finish the monster off as Mechagodzilla tries to break Anguirus’ jaws. However, Anguirus frees himself by smacking Mechagodzilla's face with his tail, slightly damaging its eye and lower jaw. Anguirus then rolls into Mechagodzilla's chest, but he's thrown off and blasted by all of Mechagodzilla's weapons at once, seemingly killing him. The scientists controlling the Mechagodzilla then recall the unit back to Russia. Dyachenko states that Mechagodzilla is a "remarkable tool" for the nations' disposal to keep their people safe. All they need to do is simply "open their eyes".

Meanwhile, Lucy Casprell is shown a map of seismic readouts within the past hour with several massive hotspots. Lucy comments that this doesn't seem like a normal earthquake and it could be a kaiju or even two given the way the hotspots are scattered and the amount of pings they have. She has Chavez investigate footage of Anguirus soon after, with the soldier noting that "he looks dead" before asking what happened to him. Lucy explains that given how the seismic readouts appear when the kaiju move around, they should've seen his movements as he was last sighted in North America. Chavez notes that Anguirus appears to be in the Kamchatka Peninsula. Even if Anguirus swam there, he would need to cross land at some point, whether it through burrowing or plowing through cities. He concludes that they need to investigate as it seems "something big" went down there. Chavez, Lucy, Kristina Sumres and Jason Ford load up in a CKR helicopter as Chavez explains that the MG team will rendezvous with them in case they need backup or if they need to transport the body, and that they'll get security clearance while in the air. Lucy states that she has a bad feeling about the situation, not because of the seemingly dead Anguirus, but about what might be waiting for them as Godzilla is seen swimming off the coast of Boston.

In Boston proper, Steven Woods is heard arguing on the phone outside a café about needing his CKR team to investigate Anguirus in Alaska. He laments that a businessman is running the country now before stating that if his team doesn't get clearance, he'll get it himself. He hangs up and apologizes his old friend Allie for spoiling their lunch. Allie tells him the he didn't and that she thought this new job would make him relax. Woods's shoulder acts up again, but the former soldier tells a concerned Allie that he's fine before asking about her moving into her new college. Allie confirms this and thanks Woods for paying for it. As they talk, however, the ground starts to shake and the café starts crumbling. Woods and Allie run out to see Godzilla entering the city with a nuclear submarine in his grasp. A squadron of jets fire a missile salvo on Godzilla's neck, only for one of them to be shot down by his atomic breath. Woods and Allie try to find a shelter as the former soldier tries to call and see what the response plan is. Woods tells command that there's civilians still in the streets and to tell the jets to draw Godzilla away from the city. The CKR team is unresponsive, he'll contact command in 15 minutes, and he tells them to call him if they have any updates. A terrified Allie sees Godzilla coming right for them as the jets fire on the King of Monsters, causing him to destroy a nearby building as Allie and Woods are buried in rubble.

Back in the Kamchatka Peninsula, Lucy and the Kaiju Investigation Team arrive at the area where Anguirus' "dead" body was found. Lucy laments that he was one of her favorite kaiju as a tearful Kristina notes the numerous burn marks on his flesh. Jason adds that nothing would've helped the monster as he tells the others to watch their step with all the blood, much to Lucy's annoyance. Jason apologizes as Chavez reminds them that they only have a small window to work with. Mechagodzilla will arrive to transport the body, so they need to work fast. He orders the team to fan out and gather what evidence they can. As Lucy and Kristina unpack their equipment, the latter notices Anguirus' claw move. Lucy and Kristina check his snout to see if he's breathing as Kiryu starts to land. As the mecha touches down, Anguirus turns out to be still alive as he snorts right onto the team. As the monster comes to, Chavez, Lucy, and Kristina fall back as a pair of CKR soldiers are kicked away by his foot. As Chavez chastizes Lucy over nearly getting stepped on by Kiryu, Jason notices something is attached to Anguirus's stomach. Kiryu wraps a weakened Anguirus with its cables and lifts him up, revealing several missiles lodged in his stomach. Chavez says he needs a line to command so he can warn them that something is hunting kaiju.

Meanwhile, Dyachenko thanks Senator Payne for allowing the warmonger to help with their "immediate" problem and says that the President will be more than pleased after the task is complete. He notes that arrangements can be made for the Mechagodzilla units in the U.S. to stay under the country's command, with the senator noting that Dyachenko still controls them in his base and asks if the communication blackout was necessary. Dyachenko states that normal communications to the U.S. will return shortly and full control of the Mechagodzillas will be relinquished upon full payment. Payne hopes that the operation succeeds, as the President is nervous about greenlighting it despite the situation calling for it. Dyachenko notes that the situation is of great importance to his company as well, as it proves itself by tackling its biggest competitor. Payne assumes the Russian means the seekers and their mechs, with Dyachenko correcting him by saying his biggest competitor is Godzilla. He reassures the Senator that everything will be taken care of before leaving him to his assistants, Minette and Mallory. Dyachenko orders for all screens to be opened so that he can watch what happens. He states that they've waited too long to "show their might" and for their armies to come forth, regardless of what stands in their way. As for Godzilla, his time is up. Meanwhile, a group of Mechagodzillas fly to Boston from Russia and intercept Godzilla as he's returning to the ocean. Dyachenko, who finally reveals himself as the Cryog commander Rhizon in disguise, tells the Mechagodzillas to "beat Godzilla to death."
